Title 1

 The Elementary & Secondary Education Act (ESCA) Title I became law in 1965 and was amended by Improving the Academic Achievement of Disadvantaged, No Child Left Behind Act of 2001.  The purpose of Title I is to ensure that all children have a fair and equal opportunity for a high-quality education.  Title I is a Federal & State grant that provides funds to school districts for use in high-poverty schools to improve the achievement of lower achieving students.  The Title I served schools in our district are Howland Springs Primary, North Road Intermediate, and
H. C. Mines Intermediate. 

Notification to Parents of Title I Students

Parents have the right to know the
professional qualifications of the classroom teacher who instruct their children.  Federal
law allows parents the opportunity to ask for certain information in regards to licensure, education and college major of your child’s classroom teacher. 


State & Federal Grants

The Howland Local School District applies annually for Federal and State grant money for a variety of purposes such as student programs to professional development opportunities for staff.  As part of the application process, input from stakeholders such as community members and parents is often required.  If you would like to submit your ideas, please do so in writing to Ann Marie Thigpen, Howland Local Schools, 8200 South Street SE, Warren, Ohio 44484.
