The Elementary & Secondary Education Act (ESCA)
Title I became law in 1965 and was amended by Improving the Academic Achievement of Disadvantaged, No Child Left Behind Act of 2001. The purpose of Title I is to ensure that all children have a fair and equal opportunity for a high-quality education. Title I is a Federal & State grant that provides funds to school districts for use in high-poverty schools to improve the achievement of lower achieving students. State & Federal Grants The Howland Local School District applies annually for Federal and State grant money for a variety of purposes such as student programs to professional development opportunities for staff. As part of the application process, input from stakeholders such as community members and parents is often required.
