Emergency Management and Crisis Response

  • Comprehensive Districtwide Emergency Management Plan: The district's Emergency Management Plan, compliant with the Office of Homeland Security, is on file with the state and evaluated annually in collaboration with state and local law enforcement. It includes command protocols and access point details to aid first responders during emergencies. Due to security concerns, the plan is only accessible to school and law enforcement officials.

  • Crisis Intervention Plan: Updated annually in collaboration with the Trumbull County Educational Service Center.

  • District Threat Assessments: Conducted by local law enforcement/School Resource Officers.

  • CPI Teams: Restraint and seclusion training for building staff.

  • ALICE Training: Annual training (Alert, Lockdown, Inform, Counter, Evacuate) for staff and students.

  • Training in Safety and Violence Prevention: For staff.

  • Compliant Safety, Lockdown and Evacuation Drills: Conducted per statute.

  • BOLO Sticks: Approved door barricade devices are installed in every classroom to protect against unwanted threats and armed intruders.


Physical Security Infrastructure

  • Replacement of Exterior Entrances: Using solid core or high-density laminated safety glass to deter or delay entry into our schools and facilities.

  • Constructed Security Atriums: Secure entry points with sign-in kiosks and remotely controlled access doors.

  • Installed One-Way View Wraps: Over windows in main building entrances.

  • Privacy Walls: Installed for student access to HC Mines Library.

  • Replacement of Old Exterior Door Key Cylinders: With non-duplicable security keys assigned to staff who've completed background checks and have administrative authorization.

  • Replacement and Increase of Building Cameras and Recording Systems: HHS (Increased from 12 to 60), HIS/HJS (Increased from 8 to 32), Elementary (Increased from 4 to 16).

  • Installed Cameras and DVRs on Buses: To increase security and safety.

  • Installed Phones or Panic Buttons: In all classrooms across the district.

  • New Fire Alarms and Communication Alert Systems: Installed in HHS, HJS, HIS

  • Removal of Exterior Mobile Classrooms: 8 classrooms moved inside for safety.


Personnel and Access Control

  • ID Security Electronic Access Badge: Required for all employees.

  • Hired On-Site Psychologists and Behavior Specialists: Three professionals added for mental health and behavioral support.

  • Principals' Continued Awareness: Reminding staff to keep doors closed and locked at all times.


Communication and Technology

  • District Website/App, All Call System and Rooms Communications Platform: For real-time district communication.

  • Safer Ohio School Tip Hotline: Advertised and accessible to students, staff, and families.

  • Installed Wifi: In every building, parking lot, and athletic facilities for immediate communication access.

  • Two-way Radios: In every building for rapid communication with SROs, administrators and bus drivers.
